Methodology
Lintel Vantage turns changes from a defined source set into sourced regulatory reporting. Drafting can use automation; publication requires an independent source check, deterministic controls, and pre-send review.
1 · Monitor a bounded source set
The monitored jurisdictions, agencies, proceedings, cadence, and exclusions are maintained on What We Monitor. Coverage claims do not extend beyond that named set.
2 · Select by conditions, not conclusions
A Company Profile records structured facts such as jurisdictions, thresholds, data practices, sectoral status, and AI posture. Those answers route items whose stated conditions match; they are not treated as legal conclusions. An uncertain answer resolves toward inclusion so the related coverage is not silently omitted.
Items appear in this Briefing because your Company Profile indicates a matching condition. This is relevance-routing, not a determination of applicability.
3 · Produce and control each item
Every claim begins with an identifiable source. If the operative document cannot be captured or read with adequate confidence, the item is held or the gap is disclosed; missing source support is never replaced with an unsupported assertion.
| Stage | Input | Control | If it fails | Evidence retained |
|---|---|---|---|---|
| 1 · Monitor | Named official sources and configured alerts | Coverage matrix and scheduled sweep | Record the source gap; do not imply complete coverage | Source URL and retrieval date |
| 2 · Capture source | Potential regulatory change | Obtain the operative official document and retain provenance | Flag low-confidence extraction or stop when the source cannot be established | Captured document, source URL, and extraction status |
| 3 · Draft | Captured source and structured registry context | Fixed drafting rules: conditions, dates, terminology, and citations | Return the item for revision; never fill a source gap by guessing | Draft with dated claims and primary-source links |
| 4 · Independent source check | One draft and its full primary source | Source-outward check for duties, actors, triggers, qualifiers, and exceptions | Document findings and revise before publication | Check record and resolved findings |
| 5 · Deterministic checks | Revised rendered item | Blocking rules for structure, sourcing, language, dates, and provenance | A failed rule blocks the item | Machine-readable check result |
| 6 · Pre-send review | Checked issue or Alert | Operator review against a fixed pre-send checklist | Hold the publication and resolve or disclose the gap | Completed review before send |
| 7 · Publish/correct | Approved publication | Publish on schedule with source links; correct subscriber-facing errors publicly | Issue a visible correction or record a schedule miss | Published artifact and, when needed, Corrections Log entry |
Drafting constraints
- Write in the general case, never as advice to a named company.
- State conditions and thresholds without turning them into applicability conclusions.
- Date material claims and link the operative source.
- Use each statute's own actor and obligation vocabulary.
- Keep effective dates and compliance dates distinct.
- Carry material qualifiers and scope limits into titles and summaries.
- Publish counts only with their convention and as-of date.
Source and citation controls
Source identity and URL reliability are checked separately: an official page can describe an instrument without being the instrument, and a correct document can sit behind an unreliable retrieval path. Citations link to the specific document supporting a claim wherever a stable public copy of it exists; otherwise they link to the official government page for that instrument. Extraction problems, blocked sources, and uncertain provenance remain visible as explicit states and stop publication when support is inadequate.
Editorial decisions
Questions that cannot be settled mechanically—such as ambiguous enactment dates, unusual instrument histories, or a new sourcing pattern—are escalated for operator review. The decision and its source basis are retained with the item.
4 · Maintain the legal-information boundary
We do not interpret the law for your situation, tell you whether an obligation applies to you, or recommend a course of action.
Deterministic checks block second-person applicability claims and language that turns a condition into a conclusion. Lintel Vantage is an information service. It reports regulatory developments and links to primary sources. It does not provide legal advice, does not create an advisory relationship, and is not a determination that any item applies to your organization. Consult qualified counsel about your specific situation.
5 · Publish corrections
A subscriber-facing error is corrected visibly and added to the dated public Corrections Log. Findings made before publication belong instead in the dated test record on How We Verify.
6 · Compute counts from the registry
Counts are generated from registry state at build time rather than copied into page prose. Current result: 20 comprehensive state privacy laws in effect as of 2026-07-13 (counting laws enforceable statewide; 19 excluding narrower-scope statutes such as Florida's). Computed from the registry. A further 4 are enacted and not yet effective.
Registry convention: Render counts only as "N comprehensive state privacy laws in effect as of [date]", counting laws enforceable statewide and stating the treatment of narrower statutes (e.g. Florida) in a footnote. Computed from this registry.
